2. 2. In a large mixing bowl, combine finely chopped green cabbage and broccoli florets.

3. 3. Add salt, pepper, and any other desired seasonings to the vegetable mixture.

4. 4. Pour 2% low-fat milk into the bowl and mix until well combined.

5. 5. Take small portions of the mixture and place them in the center of each bun.
