Follow the steps below to cook the desired recipe

1. Cook the jasmine rice according to the instructions on the package and set aside.

2. In a pan, fry the ground beef with some sesame oil until browned and cooked through. Set aside.

3. In the same pan, heat some more sesame oil and add the onions, garlic, and carrots. Sauté until the vegetables are soft.

4. Add the bell pepper and sauté for another 2-3 minutes.

5. Return the cooked ground beef to the pan and mix well.

6. Season with salt and pepper to taste and cook for another 2-3 minutes until everything is heated through.
