Follow the steps below to cook the desired recipe

1. Heat some olive oil in a large pot over medium heat.

2. Add minced garlic, diced onions, and chopped celery. Cook for 5 minutes until they are soft.

3. Add the diced tomatoes, bell pepper, and mushrooms. Cook for another 5 minutes.

4. Pour in the whole milk and stir well.

5. Add the pinto beans, corn, and green beans. Season with salt, black pepper, garlic powder, and onion powder.

6. Simmer the stew for 15-20 minutes until the vegetables are tender.

7. Carefully place the fish on top of the vegetables. Cover the pot and let it cook for another 10 minutes until the fish is cooked through.

8. Sprinkle with fresh chives and serve.
